This study simulates the future land use changes based on building stock analysis, combining with feasibility study and impacts assessment of introducing low-carbon district heating systems. The study helps in promoting the diffusion of low-carbon and sustainable urban energy system, as well as contributes to the revitalization of Fukushima Prefecture in local social and environmental recovery. Compact city planning is indicated that substantially enhances the application of low-carbon district heating technologies. Next, more accurate population and building retrofitting scenarios will be developed, and future projection of the progression in power and heating technologies will be considered to verify the scenario results.
